This saves getting the FS and suffering the barrage of warnings
related to auto-closeable resources.

This means each test doesn't have to set it up and tear it down
manually (although only one actually did bother to tear it down :)).

Make URLBuilder accept 'file:/..' URLs, which it used to like
prefixing with 'file://' again...

If this is run with the wrong classpath, the test fails as apparently
having a 'test' folder isn't hugely uncommon. Use a less likely name.
