Make plugin libs get added to plugin jars correctly when built via netbeans (which doesn't build the jar and thus doesn't fire -pre-jar)
Automatically run `git submodule init` and `git submodule update` when compiling to make sure submodules are all ok.

Only bundle tabcompleters and ui_swing in development builds.
Don't include ui_dummy in releases.

Add mig to ui_swing before the main jar is created.
Always add all plugins the the main jar even if they are all up to date.

A file called .ignore in the directory for a plugin will stop the automatic scripts (ant file and createAllPluginJar.sh) from building the .jar file for that plugin.

createAllPluginJar.sh is now run in the ant build script (i'd like do this this in ant, but cant seem to find a way to list directories in ant)
