When possible (/usr/lib/lazarus exists) the windows installer builder will compile in a GUI for the download progress, rather than showing a wget console window.

Added irc:// handler support to Linux installers
Linux scripts now use kdialog/zenity where appropriate to show error messages. No longer expect users to have a terminal open

Windows installer now registers itself as the irc:// handler (if wanted by the user)
The uninstaller will remove this association. (but only if it is still registered to dmdirc)

Added code for windows launcher.
Looks for <profile>\.DMDirc.jar and tries to copy it to the directory where dmdirc is installed to. Uses 2 exes, 1 does the launching, 1 does the updating. Vista UAC sucks.
