It works now, I actually tested it.

Turn sudo on, which makes all those sudo_users actually work.

Add tasks to idempotently start the agent if it's not running

This adds the agent's SSH key to dmdirc-artifacts (used for deploying
reports) and updates the .htaccess file for access to private resources.

The playbook creates the relevant user, deploys the teamcity
agent, and configures it appropriately for DMDirc.
